Council review panels per CLAUDE.md Section 10. Provides diverse model perspective on high-stakes decisions.

Setup & credentials

API key stored in 1Password. Access via DeepSeek Platform. No MCP integration — used directly via API or web interface during council review sessions.

Owner

chief.staff — owns the council review SOP (SOP-EXEC-council-review-v1.0) and triggers DeepSeek panels as part of multi-LLM evaluation.
